DİYARBAKIR – In the document prepared by inspectors of Interior Ministry for the trustees appointed to the municipalities held by the Democratic Regions Party (DBP), a perception operation launched against the people has been revealed. While the co-mayors system has been defined as ‘internal trustee’ in the document, it is also written in the document that, “Handling the thesis of this practice (trustee management) is considered to be useful.”
Democratic Regions Party (DBP) had won municipalities of 96 districts and eight cities including three big cities in the local election. However, trustees have been appointed to 76 municipalities and de facto trustees have been appointed to 12 municipalities by State of Emergency laws after coup attempt on July 15. The number of imprisoned co-mayors in prison is 76, including 33 female co-mayors during the State of Emergency. While particularly women’s works have been stopped in municipalities trustee appointed, many projects have been left unfinished. It is revealed that the projects launched by the municipalities are wanted to be controlled completely in the correspondences.
In the reports prepared by the coordination of Deputy Secretary of the Interior Ministry Mehmet Tekinarslan, the inspectors assigned by the Interior Ministry took the pulse of the people and employee. In the reports prepared on particularly municipalities in Batman, Gercüş, Beşiri, İkikörü, Diyarbakır, Silvan and Sur, there are astonishing statement addressing the co-mayors system.
‘Co-mayors system should be handled as trusteeship on behalf of the organization
While the co-mayors system has been defined as ‘internal trustee’ in the correspondences, the following sentences have attracted notice: “It has become clear that ‘Trusteeship was made on behalf of the organization (refer to the PKK)’ in the municipalities in which the co-mayors assigned and the real reason for the assignment of the mayor is that. Handling the thesis of this practice (trustee management) is considered to be useful in order to ensure that public funding will be used for public services as they should be used.”
The people didn’t react to the appointment of trustees
While all municipalities trustee appointed to have been turned into outposts since September 8, police attacked the people, who gathered to protest by using tear gas and water cannon. In the documents, it is pointed out that a perception that the municipalities don’t serve should be created and said that, “It has been observed that services that directly address citizens such as roads, water, sewage, garbage and cleaning have not been done properly. It is decided that how these municipalities are badly governed and how actually they should be governed should be showed to the citizens with a successful application.”
Many projects stopped after the appointment of trustees
While there is no sentence about the closed women’s centers and culture and art centers after the appointment of the trustees in the report, many centers used by the people have been shut down and their works have been stopped. In the documents, it is stated that all projects launched by the municipalities should be completely taken under control.
In the documents, it is also stated that, “It is evaluated that a special “perception management strategy” should be followed in Diyarbakır’s Silvan and Sur districts and giving support to the taken over municipalities is important.”
